If I'm interpreting that correctly, in terms of reduced casting speed, no. AC gives double (200%) casting time so SB won't help you there. The decreased attack and movement speeds still apply though. It's easy enough to test.

EDIT: Actually, upon review, I think it should. As above, will need to test.

EDIT: Tested, the +150% referenced in the above link results in 250% of total casting time, so in terms of reduced activation time there will be a benefit in using both.

Stacks in the same was as everything else. That is, it won't unless enemy is buffed.

Doubling casting time is an increase of 100%. Try it out, both skills used in conjunction on an enemy increases cast time significantly more than either individually.

If you're plannig to use those in HM they COULD actually stack...i mean, mobs have increased casting time (Mes even more), so the first will reduce it to Nm level, and the latter reduce it extending cast time.

Need test anyway.

Nope, it stacks, you're mistaken sir.

Works quite nicely if I might say so myself.
